Besides ensuring conformity with the national discharge standards announced by the Environmental Protection Administration, the effluent processing objectives of the Zhunan Base Sewage Treatment Plant must also conform to the more stringent environmental impact commitment to reduce the impacts of the discharged effluent on the downstream water bodies. The environmental impact commitment can be classified into three implementation stages, beginning from 2003, the first stage of the environmental impact assessment regulates that the effluent must conform to the standards of BOD5≦20mg/L, COD≦80mg/L, SS≦20mg/L. As of September 2006, the second stage of the environmental impact assessment (current stage) regulates that the effluent must conform to the standards of BOD5≦16mg/L, COD≦66 m/L, SS≦16mg/L. The third stage of the environmental impact assessment evaluates the feasibility of the BOD5≦10mg/L standard while other water quality items must also conform to the latest discharge standards announced.
